Appointment of Controller and Auditor General

Before independence, the head of Audit Department in Tanganyika was called the Director of Audit. The Director of Audit of Tanganyika Territory was appointed by the Secretary of State or the Governor–General subject to the directions of the Secretary of State on behalf of his Majesty the King or Queen of England. Soon before independence in 1961 the title of the head of the office was changed from the Director of Audit to the Controller and Auditor General, while the name of the office became Exchequer and Audit Department instead of Audit Department .

At the time of independence, the Controller and Auditor General was appointed by the Governor – General acting in accordance with the advice of the Prime Minister of Tanganyika. In 1962, the Republican Constitution of Tanganyika was adopted. This marked the beginning of the Presidential System of government whereby the President of Tanganyika was granted the prerogatives of both the former roles of the Governor-General and Prime Minister. Following the enactment of the Republican Constitution, the Controller and Auditor General has from that time being appointed by the President of the United Republic of Tanzania.

Trained as an accountant and a lawyer, Mr. Kichere studied at University of Dar es Salaam for Bachelor of Commerce and Masters of Business administration and Bachelor of Laws (LL.B) at Tumaini University Dar es salaam Campus.

Prior to his appointment to the position of the controller and Auditor General by the president of United Republic of Tanzania on November 03, 2019, Mr. Kichere served as a Regional Administrative Officer (RAS) for Njombe Region.

He was the Commissioner General of Tanzania Revenue Authority from March 2017 to June 2019.Prior to that he was Deputy Commissioner of Tanzania Revanue Authority from November 2016 to March 2017.

Mr. Kichere has served on the Board of CRDB Bank Tanzania. Also he worked as Chief Accountant of Tanzania Road Agency (TANROADS).

Before joining public service, Mr. Kichere was on private sector and had served as an Internal auditor of Uniliver Company which operates in Tanzania and Kenya.

He succeeds Prof. Mussa Assad whose term of appointment for five years came  to an end on November 04, 2019.

Prof Mussa. J. Assad was appointed on November 05, 2014 to be the Controller and Auditor General (CAG) of the United Republic of Tanzania and served in that position until his term of appointment for five years came to an end on November 4, 2019.

Prior to his appointment, he was an Associate Professor at the University of Dar es Salaam Business School and was responsible for teaching undergraduate and graduate studies, research and consultancy works. He also served in various Boards of both private and public sector entities.

He holds Doctor of Philosophy in Accounting, University of Southampton (2001); Master of Arts in Financial Control, Dublin City University (1991); Professional Diploma in Accounting, Dublin City University (1990); Bachelor of Commerce in Accounting, University of Dar Es Salaam (1988).

Mr. Ludovick.S.L. Utouh was appointed to the position of the Controller and Auditor General(CAG) of the United Republic of Tanzania in the year 2006 and served in that position for 8 years up to 2014 when he retired upon reaching the compulsory age of retirement for the CAG which is 65 years.

During his time of service in the Position of the Controller and Auditor General he was a also Chairman of the African Organization of Supreme Audit Institutions (AFROSAI-E Governing) of 23 African English Speaking countries and 2 African Portuguese speaking countries and a Member of UN board of Auditors.

He was the key transformation leader who initiated and supervised the major reforms the National Audit Office of Tanzania (NAOT) underwent through in the past eight years including the enactment of the public Audit act, 2008 and its Regulations of 2009 and various audit manuals.

Prior to being appointed as CAG, he was the first Executive Director of the National Board of Accountants and Auditors (NBAA). He currently heads WAJIBU-the Institute of Public Accountability.
