1. Historical Background

The Office has long considered establishing an institution to provide training in various disciplines relevant to the operations of the National Audit Office-Tanzania (NAOT), its domestic stakeholders, and international partners, particularly officers of Supreme Audit Institutions and member organizations of English-Speaking African Countries (AFROSAI-E). Initially, a plot was acquired at Gezaulole, Kigamboni, Dar es Salaam, and preliminary steps towards its development were taken. However, progress was hindered by various factors.

Since 2015, both the Government and the Office have relocated to Dodoma, bringing new ideas regarding the setup and location of this training institute. The establishment of this training institution is now included in the current Strategic Plan of the Office. A land measuring 134,787 square meters (33.3 acres) has been secured at Msanga Chamwino, Dodoma, where the headquarters of the Academy will be constructed.  Significant steps have been taken towards the establishment of this entity, including the appointment of a Principal Officer to coordinate the process and lead its affairs. Additionally, a working group has been appointed to drive the process forward.

2. The Current Setup

Currently, the National Audit Academy (NAA) operates as an Extra Official Unit within NAOT, evolving to become an operational unit of the office as part of NAOT's organizational structure. As improvements are made in physical structures and the operational framework, the NAA is expected to become a semi-autonomous entity within the Office. Depending on the needs of the Office, the NAA can be registered under NACTVET to provide accredited technical-level certifications. At present, the NAA has commenced operations by organizing and coordinating continuous training, particularly tailor-made programs for its staff, and joint programs with other SAIs and training entities.​

3. Mandate and Governing Principles

The Academy is intended to be a premier center for training, research, and innovation for NAOT staff and domestic and international stakeholders. The NAA will pioneer the delivery of quality and excellent audit services, contributing to enhanced accountability in the collection and utilization of public resources. The establishment process of the NAA is governed by four cardinal principles:

  • ​​​Management Lead and Stakeholders' Involvement: The initiation of the NAA aligns with the NAOT Strategic Plan and incorporates the perspectives and ideas of the SAI's Head. The process also involves the aspirations of the NAOT Management team and other stakeholders, rooted in dialogue and drawing on the insights and experiences of both domestic and global partners who run similar entities.
  • Sustenance of Previous Positive Actions: The process considers various positive actions taken by the Office, particularly through the Department of Administration and Human Resources Management, regarding capacity building actions and frameworks (i.e., policies, strategies, plans, manuals, and guidelines). Existing frameworks will continue to steer capacity-building efforts, with improvements and modifications made in collaboration with stakeholders as needed.
  • Embracing Transformation: The establishment of the NAA will introduce changes in operational practices within its area of responsibility. Staff members are expected to adapt to these changes, particularly in the organization, coordination, and implementation of capacity building, training, and workshops accompanying the NAA's establishment.​
  • Innovations: Innovation is crucial for the NAA's success. As new ideas emerge, NAA approaches will evolve and develop. Continuous improvement is a cornerstone of its operations, with substantial involvement in using technology platforms and information systems.
