This performance audit aimed to assess whether the Ministry of Lands, Housing and Human Settlements Development (MLHHSD) and President’s Office – Regional Administration and Local Government (PO-RALG), through Planning Authorities effectively design, develop and implement town plans in order to create functionally efficient and aesthetically pleasing environments for living and working. 

The audit found that; only 9% of Master Plans have been approved for the past 4 Financial Years, inadequate compensation of land before planning, ineffective settlement of land cases and disputes, and inefficient installation and operation of ILMIS in regions. The audit recommended that the Ministry of Lands should ensure: timely approval of Master Plans and Detailed Plans; and collaborate with PO-RALG and other MDAs to devise an effective land sector institutional set-up structure for implementation of town planning activities and reporting at the Planning Authorities level.
