This performance audit aimed to assess whether the Vice President's Office (VPO) has effectively managed carbon trade in the country to reduce greenhouse gas emissions and stimulate economic growth through revenue generated from carbon credits.
The audit found that the Vice President's Office (VPO) did not effectively manage carbon trade activities in the country. This was characterised by outdated GHG baseline data that hindered the effective planning and execution of carbon trading projects. Moreover, the VPO faced delays in reviews, inadequate coordination, and inadequate legal oversight. This trade also faced weak monitoring, non-transparent carbon credit pricing, and limited oversight by VPO on the costs and benefit -sharing scheme of the carbon trade projects.
The audit recommended that the Vice President's Office (VPO), in collaboration with sector ministries, develop a comprehensive intervention to facilitate adequate implementation of carbon trading activities in the country.
