Performance Audit Report on the Management of Regularization of Unplanned Settlements

This Performance Audit Report presents the audit findings, conclusions, and recommendations on the management of regularisation of unplanned settlements as performed by the Ministry of Lands, Housing and Human Settlements Development as well as the President’s Office – Regional Administration and Local Government. The audit aimed to determine whether the two Ministries have effectively managed the regularisation of unplanned settlements to improve human settlements. 

The audit covered the regularisation activities, including planning, implementation through town planning, land surveying, invoicing and issuance of titles. It also focused on coordinating and monitoring regularisation activities in the country. 

The audit covered a period from 2017/18 to 2021/22
