This performance audit aimed to assess whether the Ministry of Agriculture through the Crop Regulatory Boards has adequately regulated the production, quality, and prices of cash crops to ensure revenues increase and raise farmers' incomes.

The audit found that the extent of regulation of cash crops management was inadequate. This was demonstrated by inadequate improvement in cash crop production, insufficient market searching, the absence of an up-to-date farmer database, and compromised quality control and assurance. The audit recommended that the Ministry of Agriculture through Crop Regulatory Boards to establish a functioning quality management system and function which should be integrated into respective strategic plans and annual plans and reported regularly.
