The Controller and Auditor General of Tanzania is delighted to inform the public and our esteemed stakeholders that the National Audit Office of Tanzania has emerged the winner of the Best Performance Audit Report of 2019 for the African Organization of English-speaking Supreme Audit Institutions (AFROSAI-E) Region. The aim of the Prize is to benchmark good practices in performance audit around the region. The Prize is jointly issued by the Swedish National Audit Office and AFROSAI-E to the country which has produced and presented a high quality performance audit report.

The winning report is the “Performance Audit Report on the Management of Water Projects in Rural Areas”. The winning report covered the whole chain of responsibility from the Ministry to the local level of administration and presented conclusions and recommendations that were clearly analytical, added-value and were based on an over-arching integration of the findings. This convinced the International Independent Review Team to unanimously award the Prize to the National Audit Office of Tanzania.

This year’s competition received a nomination of 10 Performance Audit Reports from SAIs of Ethiopia, Ghana, Seychelles, Sierra Leone, South Africa, Sudan and Tanzania. This is the fourth win of the Best Performance Audit Report for Tanzania. It previously won the Prize for the Best Performance Audit Report in 2011, 2014 and 2016.

Following this international achievement, the Controller and Auditor General, Mr. Charles Kichere wishes to congratulate all Staff of the National Audit Office, the Management and in particular the Audit Team which included Ms. Esnath Henry Nicodem, Mr. Victor Mapigano and Andalason Hamba who conducted the audit. When receiving the information about winning the Prize, the CAG said “I duly congratulate this team of experts who have once again enabled us to be spotlighted on the global scale”.

Further, CAG said “as a country, this is an exemplary achievement in the area of public sector auditing and more importantly in enhancing accountability in the use of public resources and delivery of services to the citizens”. He went on to say that “this achievement would not be possible if not to the support provided by the Government and Parliament to my Office. Hence, I would like to take this opportunity to thank the Government of Tanzania, specifically the President of the United Republic of Tanzania, His Excellency Dr. John Pombe Joseph Magufuli for supporting my Office which helped my staff to not only demonstrate their extensive knowledge and capacity to conduct, process and compile audit reports, but also to produce Audit Reports of high quality that are recognized internationally”. The CAG also thanked the Parliament of the United Republic of Tanzania which is led by Hon. Job Ndugai, MP and the Speaker for rendering continuous support to the National Audit Office of Tanzania.

Moreover, the CAG wishes to thank and recognize the support of the Swedish National Audit Office (SNAO) in capacity building to performance audit function in Tanzania. He went on to say “strong, insightful, interested, committed and consistent support from SNAO on building the capacity of my Office to conduct performance audit was key ingredient to this achievement”. He also extended his appreciation to AFROSAI-E Secretariat for providing technical support and guidance on the area of auditing whenever requested by NAOT. He particularly thanked Ms. Meisie Nkau, AFROSAI-E CEO and her staff for the immense support provided to NAOT.

Mr. Kichere also reiterated that this Prize will be a catalyst for his Office to keep on working hard and improve audit practices within the public sector in order to enhance accountability and good governance in the collection and use of public resources in the country.
