The audit assessed the efficiency and effectiveness of the National Food Reserve Agency (NFRA) and the Ministry of Agriculture (MoA) in managing the Strategic Grain Reserve, with a focus on ensuring optimal food availability and price stability.
It was revealed that the NFRA did not utilise funds allocated for grain procurement efficiently. Grain-handling charges escalated to TZS 16.16 billion, nearly double the approved budget of TZS 8.3 billion.
In addition, the Agency’s grain procurement was 42% below the anticipated quantity over the five-year assessment period.
The audit recommended that the NFRA should ensure cost-effective grain procurement by enhancing operational efficiency, minimising procurement costs, including achieving and maintaining optimal levels of the Strategic Grain Reserve
