This performance audit aimed to assess whether the Ministry of Works and TANROADS have effectively managed weighbridge operations to control vehicle overloading and minimise weighbridge congestion and transit time. 

The audit found that TANROADS has not effectively enforced the legal procedures prescribed under the EAC Vehicle Load Control Act of 2016 and its supporting regulations to deter overloading and impose penalties on offenders. The inconsistent enforcement actions, such as impounding vehicles, issuing sale notices, and pursuing legal recovery of unpaid road damage fees, have not adequately enhanced compliance and accountability mechanisms. Also, inadequate monitoring and follow-up on outstanding road damage fees totalling TZS 1.68 billion indicate weak institutional coordination, data management systems, and accountability among regional and headquarters offices. 

The audit recommended that TANROADS assess the newly procured ICT system to ensure that all credentials, data ownership, and interoperability requirements are legally binding and guaranteed.
